Witnessed this car (photo posted) run through a four way stop intersection in downtown DC without stopping and waiting it's turn. Almost T-boned a car, forced me to slam on my breaks so that I didn't hit it, and almost hit pedestrians. Multiple cars were honking at it because it was driving so badly.
